The Town of Discovery Bay is currently seeking qualified individuals to apply for the position of Water Services Technician I.

GENERAL WORKING CONDITIONS  - Applicants must be able to work in variable indoor and outdoor conditions; confined spaces; safely drive to various locations throughout the Town and County; tolerate exposure to outdoor elements in all weather conditions (e.g. heat, cold, and rain) throughout the year. Be able to tolerate some exposure to noise, moving objects, traffic, engine exhaust, dust, mechanical and electrical hazards, and odorous environments; grasp and perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball, laptop, and/or tablet; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop, climb, safely lift and move equipment and heavy materials. Must be able to work evenings, weekends, and holidays if required.

EDUCATION / EXPERIENCE / LICENSE: 

Equivalent to the completion of the twelfth (12th) grade  plus one (1) year of customer service and/or construction, maintenance, and repair and equipment operation experience is desirable.

-  Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record. A current DMV report showing an acceptable driving record will be required after job offer and prior to employment. 

-  Possession of, or ability to obtain, a Grade I Water Distribution Operator certificate issued by the California State Water Resources Control Board (SWRCB) within one (1) year of employment in the classification. A background check will be conducted.

COMPENSATION This full-time position is a FLSA Non-Exempt position. Candidates will be placed within the pay range based on qualifications and experience. The Town offers a benefits package that includes healthcare plans (medical, vision, dental), life insurance, EAP, and a deferred compensation program. Effective dates may vary depending on date of hire. 

Current tentative filing deadline is Thursday, August 28th, 2025 at Noon. In-Person Oral panel interviews are tentatively scheduled for Monday,  September 8th, 2025.                 – Backflow Prevention Assembly Tester certification

 The recruitment and hiring process will consist of:

·         Application Review - Please ensure all information is complete and accurate as the responses you provide will be reviewed.  

  • If you are successful in this initial screening process, your application will be reviewed for applicable education, experience, and/or training to ensure all minimum requirements have been met and to ensure all required materials have been submitted. 
  • Only those candidates with the most appropriate qualifications will be contacted by the hiring department for an interview. 

·         Interviews - Selected applicants possessing minimum requirements may be invited to a panel interview with the Water Department and Maintenace Manager.  Secondary Interviews will include other members from upper management. The interviews will cover elements of the knowledge and abilities identified in the job description. The panel interview is tentatively scheduled for Monday, September 8th, 2025. Individuals invited to participate will be alerted and interview times confirmed during the week of September 1st, preferably by Wednesday, September 3rd, 2025. Secondary Interviews to be held Tuesday or Wednesday, September 9th or 10th, 2025

·           Job Offer - After all the planned interviews are completed and the hiring manager has made their decision, the selected candidate is contacted, a formal offer letter with any contingencies is then sent via email or sometimes snail mail. Pre-employment screenings will be relayed to the candidate and a review of next stage of the hiring process will be made.  

·         Pre-employment Screenings and Background Check - The Applicant who is offered the position will be required to pass a TB screening, physical and drug test, fingerprinting, and background check administered and paid by the District. The background check can include verifying your employment history, education, criminal record and contacting references. Please be prepared to submit at least three references not related to you who have knowledge of your work performance within the last five years. (This process takes normally two to three weeks to complete.)

·         Onboarding and Orientation - Once the applicant has passed all of the pre-employment requirements a start date is agreed upon and the candidate becomes an employee.  A new hire onboarding session will be scheduled to complete any necessary paperwork in addition to reviewing and signing new hire documents. The hiring department will also be included so that the candidate can be scheduled for their first day of orientation plus attending and undergoing any required training.  The goal of our onboarding process is to help new hires integrate smoothly into their new role and become familiar with the Town’s policies and procedures.

The Town reserves the right to modify the selection process at any time. Successful candidates will have their names placed on an employment list for further consideration in the selection process.

Appointment will be contingent upon the ability to provide proof of eligibility to work in the United States, plus a successful physical examination, completion or verification of required immunizations, drug screening and background check.

Employees in this class are subject to drug and alcohol testing under the provisions of the Town’s Drug and Alcohol Testing Policy. In accordance with Public Resources Code 5163, employees must also be free of communicable tuberculosis and as such shall be required to undergo examinations at least once every four years. In addition, all new employees must get tested for tuberculosis when hired, unless the person produces a certificate showing that within the last ninety (90) days the person has been examined and has been found to be free of communicable tuberculosis and will undergo examination(s) every four years thereafter as a condition of continued employment.

Note: All employees of the Town of Discovery Bay Community Services District are designated by state law to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
